Description:
The TOPS Lab WisTransPortal Data Hub, located at the University of Wisconsin-Madison, contains a complete Oracle database of WisDOT MV4000 Traffic Accident Extract information from 1994 through the most recent DMV extract.  DMV provides TOPS with updates of the extract files as they become available.  A subset of this crash data is available online to authorized users through the WisTransPortal Crash Data Retrieval Facility.  This facility was developed for WisDOT Bureau of Highway Operations (BHO) to help streamline crash data retrieval and external data request processing.  Users may query crash data based on date range, crash location, and other parameters.  The crash data download file is readily imported into third party tools such as Microsoft Excel or Access for further analysis.  The facility was piloted in March 2006 and is now used regularly by WisDOT staff in BHO, BOTS, and at the Transportation Regional Offices. 

As of September 2007, login access has been extended to all levels of state and local government, including county highway associations, MPOs, and local police departments.

This project will further enhance the safety data reporting capabilities of the WisTransPortal through the development of a Safety Analysis Toolbox and Safety Data Warehouse.  The objective is to build upon the gains demonstrated by the Crash Data Retrieval Facility in streamlining safety engineering and planning research with Wisconsin crash data, and would facilitate the dissemination of Wisconsin safety data to the local level.  This project will include the development of advanced query functions, GIS components, links to digitized crash reports, and integration with other TOPS Lab safety tools.  Each of these will provide the foundation for a data warehouse to store and access crash-related data from a variety of databases. 

This proposal covers Year 2 of a multi-year development project.  Specific objectives for FFY08 are discussed in Section II – Project Objectives.  A summary of all FFY08-FFY10 activities is provided in Section III - Work Plan.
