Description:

Task 1.  Project Management

The project will provide evaluation services for the use of advanced work zone management techniques.  The project also includes development and delivery of training with regard to the requirements associated with Transportation Management Plans (TMPs) on behalf of the Wisconsin Department of Transportation.

There are some funds set aside to allow for purchase, rental or leasing of equipment and services related to the use of advanced work zone technologies.  TOPS staff will negotiate and establish contracts with vendors in coordination with WisDOT work zone needs throughout the state.

Deliverables:

  • Invoices and Progress Reports
  • Establishment of contract(s) with advanced work zone vendors

Task 2.  Advanced Work Zone Evaluation Support

The TOPS Laboratory will work with the with Bureau of Highway Operations and other Regional staff to assess needs associated with work zone operations throughout the state.  As mutually agreed, the TOPS Laboratory will evaluate two different emerging technologies during the 2007 and 2008 construction seasons (2 total).

  • Evaluation Test Plans
  • Evaluation Results
  • Presentation of results at Work Zone Management and Safety Advisory Group

Task 3.  Transportation Management Plan Training Development and Delivery

TOPS Lab staff will develop training materials on the emerging requirements of work zone related TMPs.  At a minimum, the material will include:

  • overview of FHWA guidance on Work Zone Mobility rulemaking
  • Rulemaking implementation activities in Wisconsin
  • TMP project classifications overview
  • Elements of an TMP
  • Resources for TMP Development
  • Case Study Examples

The training will be performedby TOPS Laboratory staff in coordination with a WisDOT Bureau of Highway Operations representative.  It is assumed the day-long training will be performed once in each of the 5 transportation districts.
